In the 2009 legislative session, Oregonians have an opportunity to take a significant ownership stake in their government and the work it produces. This web page will be used as a work space to develop a bill that will place works of state government legally in the public domain, and make them more accessible to the public in a practical sense.

Components of the bill

Public domain -
The law should assert unequivocally that works of state government are in the public domain, and are not subject to copyright protection by the agencies that produce them.

Spending -
The public has a right to know how government money is being spent. This bill should establish a web site that discloses contracts entered into by state agencies (like the federal USAspending.gov).

There is precedent for this on a federal level ([[wikipedia:Federal Funding Accountability and Transparency Act of 2006|Obama/Coburn act, 2006), and in several states.

Economic development -
Many policies and programs are adopted in the interest of economic development. However, there is rarely public evaluation of these programs and their efficacy. This bill should establish guidelines and procedures for evaluating economic development spending, and how effectively they achieve their desired results.

See Senate Bill 518 of 2007, introduced by Senator Vicki Walker, but not passed.

Innovation -
There are many public- and private-sector organizations (nonprofits, universities, Internet-based communities, neighborhood associations) that aim to work in the public interest. To the degree that government initiatives are available for scrutiny, these organizations may lend their own innovative approaches to the process. But when it's difficult to discern what government is doing, this sort of innovation is stifled.

Portland Peak Oil is proud to announce a study group for the "Earth User's Guide to Permaculture" by Rosemary Morrow.  The Earth User's Guide for Permaculture breaks down the complex material in simple layered concepts, building each successive chapter on the previous, and gives the reader practical "labs" to help apply the concepts--even if you are just dreaming about property and don't own any yet.   There are exercises associated with each part so you can work in implementing a few designs into your life, house, nearby dirt and scattered areas around town.

It is best if you read the first few chapters in advance and we will be asking Laughing Horse Books to order books in advance and make them available at the back table on upcoming Wednesday evenings. 

The book is divided in to 6 main sections:
Part 1: An observing and appraising eye
Part 2: Ecological themes in permaculture
Part 3: Applying permaculture
Part 4: Adding resilience to design
Part 5: Social permaculture


The first two parts talk extensively on the WHY of permaculture, and the next three sections talk about HOW in detail.

Streetcar System Plan Surveys Extended For East Portland Neighborhoods

Help the City prioritize potential future streetcar corridors in your district

(PORTLAND, OR) – At the request of Neighborhood Associations from East Portland, the Portland Office of Transportation (PDOT) has extended the timeline for the Streetcar System Plan District Surveys from September 15 to October 31, 2008.

Surveys for North Portland, Northeast Portland, East Portland, and Southeast Portland are available online at http://www.portlandonline.com/transportation/streetcarsystemplan Printed copies of the surveys may be picked up or dropped off at Neighborhood Coalition offices.
